Proposal on Requesting the Municipal Party Committee and Municipal Government to Fully Support Yongding District in Planning and Building the 'Zhangjiajie Cultural Tourism Industrial Park' (Provisional Name)

In recent years, the Yongding District Party Committee and District Government have been committed to building a tourism core service area. A number of cultural industries have broken out of their cocoons, including Junsheng Painting Academy, Tujia Customs Park, Xiuhua Mountain Hall, the Old Courtyard, and Dayong Fucheng. Investment in cultural industries has reached 1.31 billion yuan, and cultural industries have initially become a new economic growth point, achieving a gratifying breakthrough of 5% of the district's GDP. After on-site inspections by the Ministry of Culture, the Propaganda Department of the Provincial Party Committee, the Provincial Department of Culture, the Provincial Development and Reform Commission, and other departments, it was concluded that Yongding District's cultural industry development momentum is good and has entered the forefront of Hunan Province's over one hundred districts and counties. At present, the district is seizing the momentum and has decided to fully implement the 'One-Two-Three Project' ('One' means building a leisure culture industrial park from the height of world tourism quality products; 'Two' means holding two influential distinctive festivals—the Lantern Festival and the Sixth of June Carnival—with entirely new concepts; 'Three' means launching three performance programs including the China first-class Tianmenshan live-action performance), as a major measure to further build the tourism core service area, making solid efforts to implement the 'visible changes in three years, great transformation in five years' and the strategic goal of building world tourism quality products established by the municipal Party committee and municipal government.

In December 2008, we conducted a special investigation on planning to build the 'Zhangjiajie Cultural Tourism Industrial Park' (provisional name, omitted hereafter). During the investigation, we learned that the Yongding District Party Committee issued the 'Decision on Accelerating the Development of the Tourism Economy' on November 14, 2008, which explicitly proposed the idea of 'planning to establish the Zhangjiajie Cultural Tourism Industrial Park'; the district's propaganda and culture departments were instructed to launch preliminary work: the proposed site is in the jurisdiction of Pengjiaxiang Neighborhood Committee in Xixiping, west from the Luciwan Bridge, south along Yongding Avenue, east to Chenjiaxi, north bordering the Lishui River, with a total area of about 1,000 mu; composed of numerous cultural industry projects and multiple public welfare amusement projects, integrating leisure, vacation, entertainment with product production, sales, operation, and consumption; aimed at creating the largest open museum cluster in China and even the world, the largest stilted-house-style landscape architectural complex in China and even the world, and Zhangjiajie's 'Lijiang Sifang Street' and 'Shanghai Chenghuang Temple'—that is, the most sizable, culturally rich, and culturally tasteful, most attractive sightseeing, leisure, and vacation center in the urban area. In short: to create a core cultural scenic area of the city.

Through understanding the preliminary creative concept and vision of this project, we solemnly suggest that the municipal Party committee and municipal government should fully support the Yongding District Party Committee and District Government in planning and building the 'Zhangjiajie Cultural Tourism Industrial Park.' The reasons are as follows:

I. Building a leading project like the 'Zhangjiajie Cultural Tourism Industrial Park' in the urban area is the need for 'visible changes in three years, great transformation in five years' in urban construction, the need for building the 'core' of urban tourism, and even more so the need for building world tourism quality products.

Although Yongding urban area, the central urban area of Zhangjiajie, has some scenic spots, it can currently only strive to carve out a piece of the pie and get a share beyond the 'fixed actions' in tourist itineraries. Fenghuang is different; it has already entered the 'fixed actions' along with the Wulingyuan core scenic area. Yongding urban area has never become a tourist destination, and the key reason is the lack of a leading project that matches world-class tourism quality, has considerable scale and high cultural content and taste, and features sightseeing, leisure, and vacation as its main characteristics. Once the leading project is formed, just as Venice has its water city and Lijiang has its Old Town Sifang Street, it can form the tourism 'core' of our city. Once the tourism 'core' is formed, the tourist destination will naturally come to fruition.

II. Thinking determines the way out. The preliminary concept and creative idea for this project possess three major characteristics, fully sufficient to shoulder the important task of building the tourism "core" of the urban area.

(1) Characteristic One: Building the largest open-type museum cluster in China and even the world is highly creative.

First, the content is all-encompassing. The design plan, called by some well-known experts the "Temple of Heaven of the 21st century," is the China I Ching Hall, which takes as its historical and cultural background famous historical figures such as Chisongzi, Guiguzi, and Zhang Liang, who found their final resting place in Zhangjiajie. The main building of the hall is a giant sphere 88 meters tall, 55 meters in diameter, covering an area of 4,096 square meters, which can be opened or closed. Inside it is divided into 3 floors, 8 major scenic zones, 64 landscapes, 800 cultural allusions, as well as viewing and experiential cultural content such as the Zhouyi divination dance. It is profound and vast, magnificent in momentum, and can be called a world-class cultural industry project. Paired with it is "Taiji Enlightenment Sayings," planned to be produced and published as a super cartoon series of more than 380 episodes, forming a massive industrial chain including a series of cartoon publications, a series of cartoon toys, and so on, interpreting the principles, legends, stories, and history of I Ching theory, serving as the core content that keeps the I Ching Hall industrial project invincible. With these two as the main thrust, numerous museums of all sizes form a scene of stars surrounding the moon, scattered across the streets and alleys, such as: pottery workshop and museum, sand-and-stone painting workshop and museum, Lishui boat tracker culture museum, Xilangkapu workshop and Tujia brocade museum, Tianni Basin geological museum, Lishui rare stone museum, Guigu Divine Skill Hall, Du Xinwu Natural Gate Martial Arts Hall, ethnic costume museum, back-basket workshop and museum, rattan weaving workshop and museum, Tantou New Year picture workshop and China New Year picture museum, Tian clan ancestral hall and China surname ancestral hall culture museum, Jiangxi Guild Hall and Dayong commercial museum, silver ornament workshop and silver ornament museum, cultural relic imitation and reproduction workshop, Seventy-Two Trades Street and Seventy-Two Trades Museum, and so on.

Second, the forms are not confined to one pattern. In view of the poor economic returns of many domestic museums, apart from a very few museum projects in this industrial park that appear in the form of admission tickets, the approach is basically open-type, combining production and sales with viewing and participation. For example, a restaurant or bar can be made with an agricultural culture exhibition as its background, or with a Nuo opera mask collection exhibition as its background, or with a matchbox label collection exhibition as its background, or with a Mao Zedong badge collection exhibition as its background, or with a pre-reform-and-opening-up ration coupon collection exhibition as its background, and so on. In this way, it not only highlights the museum cluster characteristics of the industrial park, but also emphasizes the cultural content of restaurants, bars, shops, and various other business venues.

In short, this concept and creative idea are a first both domestically and internationally.

(2) Characteristic Two: Introducing the concept of the Tianmen Remnant Commandery into the industrial park and combining cultural industry project development with real estate development is highly creative.

More than 1,700 years ago, the Tianmen commandery seat was established in what is now the Yongding urban area. The Zhangjiajie Leisure Culture Industrial Park introduces the concept of the Tianmen Remnant Commandery. The park is the "commandery city," and the "commandery city" is the park. This will produce two major effects: First, merchants and citizens move in and become residents of the park, presenting an original ecological way of living and lifestyle, thus eliminating the exhibition-style theme park model. Such exhibition-style theme parks, such as the Kunming Ethnic Customs Park in Yunnan, the Xishuangbanna Ethnic Customs Park, the Beijing Chinese Ethnic Customs Park, and the Tujia Customs Park in the Yongding urban area, have the greatest drawback of giving people a false, contrived sense of display, and thus their gradual neglect is inevitable. Lijiang Old Town's Sifang Street, Yangshuo's West Street, Dali Old Town, and Pingyao Old Town have always been loved by visitors. Besides their architectural features and natural environment, the original ecological way of living is also crucial. Second, introducing the concept of the commandery city and letting people move in and become true residents means combining real estate development with cultural industry project development, which will undoubtedly produce direct and enormous economic benefits.

This concept and creative idea are likewise unique both domestically and internationally.

(3) Characteristic Three: Building the largest modern architectural complex in the stilted-house style in China and even the world is highly creative.

Theory and practice have proven that the most distinctive local stilted-house architecture is fully comparable to Huizhou-style architecture and Jiangnan water town dwellings in China, and modern architecture with stilted-house style can even surpass them. Introducing the "commandery city" into the industrial park, carefully planning and laying out the projects, streets, water systems, greening, beautification, and so on, on such a large tract of land with considerable scale, once this architectural style is chosen as the main tone for the "commandery city" buildings, it will surely surpass Lijiang Old Town, Dali Old Town, and Pingyao Old Town to become a major landscape. The visual aesthetic impact of this one item alone is enough to attract a steady stream of visitors eager to see it.

III. Requesting substantive help and support from the Municipal Party Committee and Municipal Government.

Based on the above two most basic reasons, it can be predicted that this project has strong vitality. It echoes the sports center under construction and is bound to become a highlight of this city. Building the central city well is Yongding District's unshirkable responsibility. Now the Yongding District Committee and District Government have this enthusiasm and initiative, and also have a good foundation for developing the cultural industry. They aim to use the locational and resource advantages of the central urban area to expand and strengthen the cultural industry through project construction, contributing to the city's construction goal of 'visible changes in three years, major transformations in five years' and the building of world-class tourism quality. What Yongding District is preparing to do is exactly what our city urgently needs to do, so I believe the Municipal Party Committee and Municipal Government will certainly give full recognition and rewards, and provide substantive help and support.

1. It is suggested that the Municipal Party Committee and Municipal Government, starting from 2009, list the "Zhangjiajie Cultural Tourism Industrial Park" as a major urban construction project, give it key support, arrange personnel to guide Yongding District in completing the preliminary work of the project, and make project and funding applications to the provincial and national development and reform commissions and other relevant departments.

2. The project site was originally land for an industrial park. After the revision of the city's "Master Plan," the nature of the industrial park land has been changed. It is suggested that the Municipal Party Committee and Municipal Government clearly transfer this land to cultural industrial park use and give preferential support in accordance with relevant policies for cultural industry project construction.
