Countermeasures and Suggestions for Lishui River Pollution Control in Zhangjiajie Urban Area
In recent years, the municipal party committee and municipal government have consistently attached great importance to the problem of Lishui River pollution in the urban area and have adopted a series of measures for prevention and control. First, water pollution prevention and control in the urban area has been incorporated into overall economic and social development planning. In November 2003, the municipal party committee and municipal government issued the "Decision on Building an Ecological City"; the following year, the creation work was fully launched, and the "Zhangjiajie Ecological City Construction Plan" was compiled. In May of this year, the "Zhangjiajie City Construction Outline for 'Visible Change in Three Years, Great Transformation in Five Years'" was officially promulgated. Both this "Plan" and this "Outline" place urban sewage treatment in an important position and make arrangements and deployments. Second, a number of municipal environmental infrastructure facilities have been built, such as the Zhaidagang Sewage Treatment Plant, the Sanwangpo Landfill, and the north bank interception main pipe of the Lishui River in the urban area, which have played their due role in water pollution prevention and control in the urban area. Third, supervision over water environmental pollution has been strengthened, and a number of enterprises that caused major pollution to the Lishui River in the urban area, such as the Xianrenxi Paper Mill and the casing factory near Xinmatou, have been closed, greatly reducing pollution sources. The implementation of these measures has effectively promoted the prevention and control of water pollution in the urban area and achieved obvious results. However, from the perspective of putting people first, valuing people's livelihood, and ensuring the safety of citizens' drinking water and health, and measured against the height of building a world-class tourism boutique city, at present there are still many problems in water pollution prevention and control in the urban area that urgently need to be solved, requiring the government, relevant departments, and all sectors of society to continue making unremitting efforts.
I. Interception Main Pipe: The north bank still needs improvement, and the south bank urgently needs accelerated construction.
(I) The north bank still needs improvement.
Since the main sewage interception pipe on the north bank of the Lishui River in the urban area was completed and put into operation, it has played a positive role in water pollution prevention and control in the urban area, and sewage along the bank has basically entered the main interception pipe. However, on-site investigations found that along the north bank flood control embankment and the main interception pipe, at the flood control and drainage outlets of the three electric pumping stations from west to east—Qiaowan, Dongmenqiao, and Baotagang—during non-flood seasons, a considerable amount of sewage flows out year-round from the side edges of the closed heavy steel gates. Normally, these flood control and drainage outlets of the three electric pumping stations should only be used for drainage during waterlogging in the main flood season, and no water should flow out at ordinary times. The flood control and drainage outlets have now become sewage discharge outlets. According to analysis by relevant personnel, there are two reasons for this problem: ① the sewage branch pipes between the electric pumping stations and the main interception pipe are only 80 cm in diameter and have small capacity, while the three streams—Ximen Creek (Qiaowan Electric Pumping Station), Dongmen Creek (Dongmenqiao Electric Pumping Station), and Hongsha Creek (Baotagang Electric Pumping Station)—have large water volumes because rainwater and sewage are not separated; ② the main interception pipe and sewage branch pipes have never been cleaned in the four years since they were completed and put into operation, resulting in serious siltation inside the pipes. Countermeasures:
1. Based on the pipe diameter of the main interception pipe in the sections where the three electric pumping stations are located, replace the current 80 cm sewage branch pipes.
2. Desilt the north bank main interception pipe. If the 80 cm sewage branch pipes at the three electric pumping stations are not replaced, then desilting should be carried out at the same time.
3. Carry out remediation of Ximen Creek, Dongmen Creek, and Hongsha Creek. First, comprehensively remove solid waste and debris from the three streams; then cover the three streams with cement slabs to seal them off, prevent solid waste and debris from entering, and reduce siltation in the main interception pipe and branch pipes.
(II) The south bank urgently needs accelerated construction.
The main sewage interception pipe on the south bank of the Lishui River in the urban area has a total length of 19.6 kilometers, and construction was started this year. This pipeline is a supporting pipe network construction task assigned to our city by the provincial government this year for the future Yangjiaxi Sewage Treatment Plant. According to investigation, only 8.48 kilometers have been completed so far, while the province requires 80% of the project volume, or 15.68 kilometers, to be completed this year, a difference of 7.2 kilometers. The key reason for failing to complete the task is that funds and land acquisition compensation have not been put in place. The Guanliping section and Pengjiaxiang section of this pipeline have not yet been fully completed, and for the Hujiahe section, because land acquisition compensation funds have not been timely put in place, the flood control embankment project has been unable to start construction, thus affecting the construction of the interception main pipe in that section. Countermeasures: The municipal government should instruct the Municipal Economic Investment Company to raise and allocate funds as soon as possible. The Municipal Urban Flood Control Engineering Company should organize forces, according to design requirements, promptly finish the Guanliping and Pengjiaxiang sections, and immediately start construction of the flood control embankment and interception main pipe project in the Hujiahe section at the same time. Relevant functional departments such as the Municipal Water Conservancy Bureau and Construction Bureau should set clear time requirements and strengthen supervision to ensure smooth completion on schedule.
