Speech on the design concept for the construction of the Lishui Scenic Belt
Entrusted by the Lishui Scenic Belt Construction Research Group of the Municipal CPPCC, I will now speak about some circumstances and opinions regarding the design concept for the construction of the Lishui Scenic Belt, for the reference of the planning administrative department and design units.
1. For several years, the Municipal CPPCC and the Municipal Committee of the China Democratic League have earnestly studied and deliberated on the construction of the Lishui Scenic Belt, actively offering suggestions and advice to the Municipal Party Committee and Municipal Government, which has attracted great attention from the city's decision-making level and received full recognition.
The Municipal Committee of the China Democratic League and the Municipal CPPCC have been deeply studying the topic of Lishui Scenic Belt construction for several years. Since 2004, we have been advocating for this year after year at the plenary sessions of the Municipal CPPCC. Committee members Tang Zhuo, Luo Changjiang, and Jin Kejian, representing the Municipal CPPCC research group and the Municipal Committees of the China Democratic League and the Jiusan Society respectively, delivered four speeches at the conferences: "Planning the City with Cultural Concepts, Building the Urban Area into a Tourism Destination," "Urgently Formulate Detailed Construction Plans for the Lishui Scenic Belt, Carefully Create Zhangjiajie's 'Bund' and 'Qinhuai River,'" "Countermeasures on Urban Quality Improvement and Upgrading," and "Taking the Lishui Scenic Belt as the Main Battlefield, Striving to Build the 'Core' of Urban Tourism." In 2005, the Municipal CPPCC solemnly submitted to the Municipal Party Committee and Municipal Government the "Proposal on Urgently Formulating Detailed Construction Plans for the Lishui Scenic Belt and Carefully Creating Zhangjiajie's 'Bund' and 'Qinhuai River.'" The construction of the Lishui Scenic Belt was thus formally placed on the important agenda of the Municipal Party Committee and Municipal Government.
Encouraged and affirmed by the Municipal Party Committee and Municipal Government, we not only spoke but also took action. Based on long-term in-depth research and reflection on the construction of the entire scenic belt, we produced an operational project creative planning document focusing on "Banbian Street" (Half-Side Street). During the "Two Sessions" at the end of 2007, in conjunction with the conference speech "Taking the Lishui Scenic Belt as the Main Battlefield, Striving to Build the 'Core' of Urban Tourism," we grandly launched a large-scale photo exhibition featuring the construction of the Lishui Scenic Belt and architectural style illustrations of "Banbian Street" at the Municipal Party Committee Auditorium, the Municipal People's Congress Auditorium, and the Xianglong International Hotel. More than 500 municipal people's congress deputies, municipal CPPCC members, and thousands of citizens viewed the exhibition, making it a highlight and hot topic of the "Two Sessions" and attracting widespread attention from the city's decision-making level and all sectors of society. Municipal Party Secretary Hu Bojun fully affirmed that the exhibition was innovative and the project creative, and pointed out: the "Banbian Street" project should properly handle the relationship between buildings and flood control embankments, the relationship between ethnic cultural connotations and external architectural forms, and the relationship between serving tourism and citizens' leisure. Other municipal leaders and many comrades gave high praise to the design concepts and architectural styles advocated by this conference speech and exhibition.
The conference speech "Taking the Lishui Scenic Belt as the Main Battlefield, Striving to Build the 'Core' of Urban Tourism," delivered by Committee Member Luo Changjiang on behalf of the Zhangjiajie Municipal Committee of the China Democratic League at the Fifth Plenary Session of the Fourth Municipal CPPCC, also received widespread recognition. As soon as the speech ended, Mayor Zhao Xiaoming made a very clear written instruction on the materials: "The proposal shows great effort and considerable insight. Please ask Mayor Lijia to organize planning, construction, cultural, and design personnel to study it carefully and apply it to the design." Several months passed in a flash, and the unit responsible for undertaking the scenic belt planning and design task and the competent department responsible for organizing the planning and design have still not contacted or discussed with us to this day. Thus, we have no way of knowing whether the mayor's instruction to "apply it to the design" has been implemented.
