Opinions and Suggestions on the "Three Years of Improvement, Five Years of Transformation" Construction Outline
I. The phrase "three years of improvement, five years of transformation" comes from Secretary Zhang Chunxian's speech at the Zhangjiajie World Tourism Quality Products Construction Report Meeting (referred to as the "April 1st" speech).
In the "April 1st Speech," Secretary Zhang Chunxian focused on urban construction. The "city" he spoke of from beginning to end was locked onto the urban area "visible upon getting off the plane or train." He required that this urban area achieve considerable improvement in three years and great change in five years, with the long-term goal set as an international-oriented tourism city to meet the needs of building world tourism quality products. The current "Outline" has expanded the "city" referred to by Secretary Zhang to the "large scope" of the city covering two districts and two counties. It is hoped that the working team drafting the Outline will carefully study the spirit of the "April 1st" speech and accurately grasp the intentions of the principal leaders of the Provincial Party Committee and Provincial Government.
II. The reason the Provincial Party Secretary and Governor required this urban area to achieve "three years of improvement, five years of transformation" is that it "cannot meet the needs of building world tourism quality products," and they emphasized "the need to reposition and replan," "the need to determine the city's main tone," "the need to focus on key construction," and "the need to accelerate the pace of urban construction."
The current Outline text, because it covers all aspects of the city within the "large scope" including two districts and two counties, has far from highlighted the status of urban construction. Therefore, it is suggested to adjust the drafting approach: the "Three Years of Improvement, Five Years of Transformation" Construction Outline should follow the spirit of Secretary Chunxian's speech and focus exclusively on the "small scope" of the urban area; as circumstances have developed, the relevant indicators and content of the original "Eleventh Five-Year Plan" need adjustment and can be separately organized for revision, which is also more defensible from a legal perspective.
III. For our city to achieve "three years of improvement, five years of transformation," the first issue to resolve is positioning.
Build the urban area into a tourism destination and enable the tourism city to conduct urban tourism. Around this positioning, do a good job in each of the four aspects: planning, construction, operation, and management. In the current Outline text, the management aspect is blank; the operation aspect is also basically blank; for the construction aspect, it is currently limited to four areas: urban road construction, municipal infrastructure construction, urban landscape construction, and urban functional supporting facilities construction. To achieve urban tourism, the construction priorities go far beyond these; it should also revolve around the six elements of tourism—"food, accommodation, transportation, sightseeing, shopping, and entertainment"—absorbing and strengthening and expanding relevant content from the existing text on industry, agriculture, modern service industries, and transportation network construction. In addition, the existing "landscape construction" has not been thoroughly explained: for example, to resolve the urban landscape issue, it is necessary to unify the urban architectural style, implement "dressing up" existing buildings, and carry out cultural transformation of existing streets. However, the Outline text dismisses this with just one sentence, far less than the content on "dressing up" in Secretary Chunxian's "April 1st" speech, and even less specific than what Secretary Chunxian said.
IV. Should focus on project advancement and enhance operability.
As stated in the opinions and suggestions on the "Outline" from the 46th Chairman's Meeting of the Fourth Municipal CPPCC: "This 'Outline' is neither the same as a medium- and long-term construction plan nor the same as other economic growth plans. It should be a practical implementation plan where one project follows another and one step follows another in gradual implementation. Therefore, the 'Outline' should highlight main objectives, enrich specific construction content, enhance the rigidity and operability of its tasks, and should not be too general and principled." In short, the people of the whole city should, through this "Outline," truly feel what construction will be done and what things will be accomplished in our city within three to five years, thereby seeing hope, seeing prospects, and greatly boosting confidence and morale.
