Section 2 Industrial Pollution Sources

Wastewater, waste gas, and waste residue discharged during industrial production are the main factors causing environmental pollution.

I. Industrial Wastewater

During the "Tenth Five-Year Plan" period, the prefecture's cumulative industrial wastewater discharge was 85.4 million tons, of which 35.87 million tons met discharge standards, with a compliance rate of 42%. From the perspective of annual changes, from 2001 to 2002, the prefecture's industrial wastewater discharge was controlled at 14 million tons; from 2003 to 2004, with the development of manganese and zinc enterprises, wastewater discharge increased to 22 million tons; in 2005, through carrying out pollution treatment of electrolytic manganese enterprises, wastewater discharge fell back to 12 million tons, and the wastewater discharge compliance rate rose back to 50%. From the perspective of industry distribution, it was mainly concentrated in non-ferrous metal smelting and processing, chemical raw materials and chemical products manufacturing, non-ferrous metal mining and dressing, and non-metallic mineral products manufacturing. The wastewater discharge of these 4 industries accounted for 84% of total industrial wastewater discharge. From the perspective of administrative region distribution, it was mainly concentrated in Huayuan County, Luxi County, Jishou City, and Baojing County. The industrial wastewater discharge of these 4 counties and cities accounted for 87% of the prefecture's total industrial wastewater discharge.

II. Industrial Waste Gas

During the "Tenth Five-Year Plan" period, the total industrial waste gas emissions of the entire prefecture reached 30.3 billion standard cubic meters, of which 5.2 billion standard cubic meters were emitted during fuel combustion and 25.1 billion standard cubic meters during production processes. Sulfur dioxide emissions in industrial waste gas amounted to 43,000 tons, soot emissions to 16,000 tons, and industrial dust emissions to 158,000 tons. In terms of industry distribution, emissions were mainly concentrated in non-ferrous metal smelting and processing, non-metallic mineral products, chemical raw materials and chemical products manufacturing, and tobacco products; these four industries accounted for 98.4%, 83.4%, 69.1%, and 90.2% of the prefecture's industrial waste gas, sulfur dioxide, soot, and industrial dust emissions respectively. In terms of administrative region distribution, emissions were mainly concentrated in Huayuan County, Luxi County, Jishou City, Longshan County, and Baojing County; these five counties and cities accounted for 86.6%, 77.9%, 66.5%, and 76.5% of the prefecture's industrial waste gas, sulfur dioxide, soot, and industrial dust emissions respectively.

III. Industrial Solid Waste

During the "Tenth Five-Year Plan" period, the cumulative generation of industrial solid waste in the entire prefecture was 6.68 million tons, of which smelting slag and tailings accounted for 85%. The comprehensive utilization of industrial solid waste in the prefecture was 610,000 tons, with a comprehensive utilization rate of 9%; nearly 6 million tons of industrial solid waste were piled up and accumulated in the environment. In terms of industry distribution, it was mainly concentrated in non-ferrous metal smelting and non-ferrous metal mining and dressing; these two industries accounted for 82.3% of solid waste generation. In terms of administrative region distribution, it was mainly concentrated in Huayuan County, Jishou City, Luxi County, and Baojing County; these four counties and cities accounted for 93.8% of the prefecture's industrial solid waste generation.
