Section 5 Industrial Enterprises. Xiangxi's industry is led by manganese-zinc, food and biopharmaceutical industry clusters, and a large number of enterprises are growing stronger and moving toward modern corporate operation. A brief introduction to some of them follows. Hunan Xiangjiugui Co., Ltd. grew out of the Jishou Distillery established in 1956 under the prefecture.

Section 5 Industrial Enterprises
Xiangxi Autonomous Prefecture's industry is led by the manganese-zinc industrial cluster, the food industrial cluster, and the biopharmaceutical industrial cluster. A large number of industrial enterprises are becoming stronger and larger, striding toward becoming modern enterprises. A brief introduction to some enterprises follows.
Hunan Xiangjiugui Co., Ltd. Its predecessor was the prefecture-owned Jishou Distillery established in 1956. In the 1970s, the distillery used the three springs of Longquan, Fengquan, and Shouquan in Shoutang, glutinous sorghum from the misty mountains, and traditional folk brewing methods to carefully brew the famous Xiangquan liquor, and later further developed and produced the higher-grade Jiugui liquor, thus developing into the well-known Xiangxi Xiangquan Liquor General Factory.
In 1996, Xiangxi Xiangquan Liquor General Factory was listed as one of the first pilot enterprises in Hunan Province to establish a modern enterprise system. In November, Xiangquan Group Co., Ltd. was inaugurated. In 1997, with Xiangquan Liquor Co., Ltd., Jiugui Liquor Co., Ltd., Xianghua Co., Ltd., Ceramics Co., Ltd., and Xiangquan Trade Company under Xiangquan Group as promoters, Hunan Xiangjiugui Co., Ltd. was formed, and its stocks were publicly listed on the Shenzhen Stock Exchange, raising 430 million yuan.
Several generations of Xiangquan people have upheld the enterprise spirit of "hard work and entrepreneurship, unity and struggle, seeking truth and innovation, and winning through excellence," adhered to the entrepreneurial policy of "surviving by quality, developing by brand, and traveling the world by service," vigorously implemented technological innovation and cultural marketing strategies, and persisted in the path of a century-old Jiugui brand of "high quality, high added value, and high cultural content," gradually establishing modern enterprise management mechanisms, employment mechanisms, distribution mechanisms, competitive incentive mechanisms, and assessment and constraint mechanisms. They have initially formed a high-quality scientific research and development team, enterprise management team, and marketing team, and comprehensively built a brand value system centered on "cultural liquor." The company's main business is the production and sales of Jiugui liquor series, Xiangquan liquor series, Three Thousand Years liquor series, and Yujinxiang liquor series of baijiu, with a product structure of high, medium, and low grades with different alcohol contents and different styles, capable of satisfying consumers of different levels and different needs. Products sell well in more than 30 provinces, municipalities, and autonomous regions across the country, and are exported to more than 20 countries and regions including the United States, Japan, Russia, South Korea, Southeast Asia, Hong Kong, Macao, and Taiwan. At its peak, the company had total assets of 2.5 billion yuan and more than 3,000 employees.
Xiangquan liquor and Jiugui liquor have won the Gold Award at the Bordeaux World Liquor Expo in France, the Gold Award at the Brussels World Liquor Expo in Belgium, the Gold Award at the First China Food Expo, the Gold Award at the China Light Industry Expo, the Gold Award at the Beijing International Economic and Trade Fair, the Gold Award at the China International New Products and New Technologies Expo, and the Golden Cup Award for Typical Chinese Baijiu Style. They have been honored with titles such as "China's Top Ten Cultural Famous Liquors," "Domestic Fine Products," "China Brand Consumer Goods," and "World Famous Brand Consumer Goods." Jiugui liquor is a typical representative of China's high-grade cultural ceremonial liquor. In 1993, it was designated as the banquet liquor for the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference. In 2003, Jiugui liquor became a national gift fine product and banquet liquor for the "Boao Forum for Asia." Cave-stored Jiugui liquor was designated as the celebration liquor for the 2008 Beijing Olympic Games. The "Jiugui" trademark became a China Well-Known Trademark.
The company has successively won the "National May 1st Labor Award," "National Outstanding Enterprise in the Brewing Industry," "National Outstanding Enterprise in Liquor Culture," "China Excellent Public Image Enterprise," and "National Advanced Enterprise in Quality and Efficiency in the Food Industry," and has fully passed the ISO9001-2000 Quality Management System Certification.
Over the years, Party and state leaders including Qiao Shi, Li Ruihuan, Tian Jiyun, Bu He, Wei Jianxing, Fei Xiaotong, Luo Haocai, Cheng Siyuan, Qian Weichang, Wang Zhen, Xiao Ke, Wang Shoudao, and Liao Hansheng successively inspected the company, fully affirming its development and Jiugui liquor, and expressing earnest expectations.
As the first and currently the only listed company in Xiangxi Autonomous Prefecture, Xiangjiugui Company enjoys a distinct institutional advantage. In the course of its development, constrained by various factors, it encountered difficulties and setbacks. However, after implementing its scientific development strategy, it is now giving full play to the outstanding brand advantage of Jiugui Liquor, relying on the rich resource advantages of Xiangxi, further strengthening and expanding its traditional liquor business, accelerating the development of related industries, building Xiangjiugui into an internationally renowned brand, and developing "Xiangjiugui" into a large modern joint-stock enterprise group oriented toward broad domestic and international markets, with high technological content, rich cultural connotations, and strong core competitiveness.
Wanmipo Hydropower Station is the fourth of the six cascade backbone stations planned for the Youshui River basin. It is located within Baojing County, Xiangxi Autonomous Prefecture. The dam site is 23 kilometers downstream from Baojing County seat and 36.7 kilometers upstream from Liye Town in Longshan County, controlling a drainage area of 10,415 square kilometers. The Wanmipo Hydropower Station project is primarily for power generation, with additional navigation requirements. The reservoir covers an area of 15.3 square kilometers, with a total storage capacity of 328 million cubic meters, three installed units, a total capacity of 240,000 kilowatts, and an average annual power generation of 792 million kilowatt-hours. On August 18, 2000, the groundbreaking ceremony for Wanmipo Hydropower Station was held. The access road, Bamao Bridge, diversion tunnel and cofferdam, and sand and gravel materials and other systematic projects were successively started, with construction organized by Hunan Wuling Hydropower Development Co., Ltd. In May of the following year, the resettlement work in the reservoir areas of Baojing and Longshan counties was officially launched. On November 16, the main river closure of Wanmipo Hydropower Station was successfully completed. On February 9, 2004, the first unit was put into operation, and on August 3 of the same year, all three units were fully installed and put into operation. Over four years, a cumulative investment of 1.7 billion yuan was completed. Wanmipo Hydropower Station is the backbone project with the largest investment, the most installed units, and the most obvious driving effect in the history of Xiangxi Autonomous Prefecture.
Hunan Sanli Group Co., Ltd. In August 1992, the near-bankrupt Huayuan County Building Materials Factory and the County Ethnic Bedsheet Factory merged to form Huayuan County Chemical Plant. After six years of arduous struggle and three major technological innovations, by August 1998 the "Hunan Sanli Group" was established, and the enterprise had developed into a joint-stock group company integrating mining, ore dressing, and smelting. In 1999, it passed ISO9000 quality system certification. The "Sanli" registered trademark was rated as a Famous Trademark of Hunan Province and a Famous Brand Product of Hunan Province, and in 2003 was rated as a Famous Brand of China. In 2005, the group company had 2,300 employees, 350 professional and technical personnel of various types, and assets of 630 million yuan. It had four subsidiaries—mining, zinc products, chemical products, and lead-zinc ore dressing—as well as four newly developed raw material supply bases in Yunnan, Sichuan, Xinjiang, and Lingyuan. It had formed a production capacity of mining 1.5 million tons of ore annually, producing 80,000 tons of electrolytic zinc, 120,000 tons of sulfuric acid, and 2,500 tons of metal zinc powder per year.
Hunan Dongfang Manganese Industry Group Co., Ltd. was established in August 1997, with its predecessor being Huayuan Manganese Mine and Huayuan Manganese Plant No. 1. In 2000, it became the first in the national electrolytic manganese metal industry to obtain the ISO9002 quality system certification certificate for access to the international market. The company's independently developed selenium-free high-purity electrolytic manganese and electronic-grade high-purity manganese tetroxide projects were included in the National "863" Program in 2003. Its selenium-free high-purity electrolytic manganese product was jointly recognized as a "National Key New Product" in 2004 by the Ministry of Science and Technology, the Ministry of Commerce, the State Environmental Protection Administration, and the General Administration of Quality Supervision, Inspection and Quarantine. Electronic-grade high-purity manganese tetroxide was included in the "Major Scientific and Technological Achievements of the National '10th Five-Year Plan.'" Dongmeng Group currently has 1,819 employees and total assets of 450 million yuan. It has eight branch companies and is one of Hunan Province's 100 pilot units for the modern enterprise system and one of the province's 100 "Little Giant" enterprises, as well as the leading enterprise of the manganese industry cluster designated by the provincial government. In September 2005, Dongmeng Group invested 9.2 million yuan to implement comprehensive treatment of the waste residue and wastewater treatment systems throughout the entire factory area in strict accordance with the 23 environmental protection governance requirements of the State Environmental Protection Administration, achieving the goal of standardized, clean production, and was designated by the State Environmental Protection Administration as a pilot unit for clean production.
Xiangxi Autonomous Prefecture 70 Chemical Co., Ltd. Its predecessor was the Xiangxi Autonomous Prefecture 70 Chemical Plant, founded in March 1970. It is a state-designated enterprise for the production of pyrotechnic products, with its leading products being a series of rock powdery ammonium nitrate fuel oil explosives and emulsion explosives. In September, the Prefecture 70 Chemical Plant was selected by the CPC Xiangxi Autonomous Prefecture Committee and the Prefecture People's Government as the first pilot unit for joint-stock reform and was renamed Xiangxi Autonomous Prefecture 70 Chemical Co., Ltd. After the restructuring, the company introduced a modern enterprise management mechanism, working hard to establish rules and regulations, strengthen
management, expand marketing channels, and make products more refined, stronger, and larger. It broke new ground in capital operations, established the business philosophy of "people-oriented, building the 70 brand, meeting customer needs," adhered to honest and trustworthy operations, and achieved gratifying results: it successively invested 14 million yuan in technological transformation, bringing the company's production process facilities and production environment standards to the domestic advanced level; invested 10 million yuan to acquire five civil explosives specialty companies in Zhangjiajie City, Sangzhi County, Zhongfang County of Huaihua City, and Luxi County and Baojing County within the prefecture; in 2005, the company had 268 employees, fixed assets of 28.58 million yuan, and total assets of 63 million yuan, 3.5 times that before restructuring; completed sales revenue of 68.45 million yuan, realized profits and taxes of 30.95 million yuan, and completed profit and tax amounts that were 51 times and 11 times those of the initial year after restructuring, respectively; from 2001 to 2005, its profits and taxes ranked among the top in the same industry in Hunan Province for five consecutive years.
Hunan Jintian Aluminum High-Tech Co., Ltd. was established in January 2000, located in Wuxi Town, Luxi County, with total assets of 104.5 million yuan. It is mainly engaged in the research, development, production, and operation of metal powder materials and aluminum series high-tech products. Its leading products are "Jintian" brand fine spherical aluminum powder and non-leafing series aluminum silver paste, with annual production capacities of 7,000 tons and 6,000 tons respectively. Jintian Aluminum is currently the largest, most technologically advanced, and most complete-range specialized fine spherical aluminum powder company in China. It is one of Hunan Province's 15 key high-tech enterprises and has been included in the category of "technology-based small and medium-sized enterprises" supported by the Ministry of Science and Technology and the Ministry of Finance. It has also been awarded the titles of "Industrial Test Base for Fine Aluminum Powder of the Chinese Academy of Sciences" and "National Key Industrial Test Project Fine Spherical Aluminum Powder Production Base." The company obtained self-operated export rights in December 2000 and passed ISO9001 quality management system and ISO14001 environmental management system international certifications in 2001 and 2002 respectively. In May 2005, Jintian Aluminum was rated as a National Model Collective for Ethnic Unity and Progress and was commended by the State Council.
Hunan Xiyang Food Industry Group Co., Ltd. was established in October 1998 with the former Baojing County Egg and Meat Processing General Factory as the parent body, jointly with related enterprises, upon approval by the Hunan Provincial People's Government. The company has registered capital of 136 million yuan, net assets of 165 million yuan, and total assets of 224 million yuan. The group has seven branch companies, five controlling subsidiaries, and eight cooperative enterprises. The group possesses 7,333 hectares of grassland, eight production lines for processing pork, beef, mutton, eggs, fruits, and vegetables, and a 25,300-square-meter live pig export farm. Since its establishment, the group has implemented a scale development strategy for the enterprise, advanced the process of agricultural industrialization in Xiangxi, and achieved rapid development. In 2000, it realized sales revenue of 85.21 million yuan, a year-on-year increase of 21.2%; realized profits and taxes of 5.59 million yuan, a year-on-year increase of 31.8%; earned foreign exchange of 7.1 million yuan through exports, a year-on-year increase of 36.5%; and supplied 5,000 tons of frozen pork products to the Hong Kong Special Administrative Region, a year-on-year increase of 25.8%, forming a pattern of "Xiyang in the south, Shuanghui in the north" in the Hong Kong frozen meat market. In 2005, the group produced a total of 2,500 tons of concentrated orange juice and citrus juice. The fruit and vegetable concentrated juice project alone achieved sales revenue of 50 million yuan and increased farmers' income by 21 million yuan.
Hunan Laodie Agricultural Science and Technology Development Co., Ltd. was established in 1998. It is a joint-stock company jointly invested and founded by China Small Enterprise Investment and Development Co., Ltd. and Jishou University and other units. Its predecessor was Hunan Jishou Laodie Agricultural Science and Technology Development Co., Ltd. Since its establishment, guided by the scientific research of Jishou University and supported by the funds of China Small Enterprise Investment Company, the company has taken the path of developing resources in the border region of the four provinces and municipalities of Hunan, Hubei, Chongqing, and Guizhou through high technology. Through the model of "company + university + association + cooperative + farmers," it has vigorously promoted the kiwifruit industrialization project. It annually produces 30 tons of fruit king essence, 20,000 tons of kiwifruit juice, and 500 tons of preserved fruit. Among these, Laodie selenium-enriched kiwifruit juice beverage filled a domestic gap; the fruit king essence product is a world first, with health functions of regulating blood lipids and delaying aging, and was approved as a national key new product by five ministries and commissions including the Ministry of Science and Technology and the General Administration of Quality Supervision, Inspection and Quarantine. Party and state leaders such as Zhu Rongji and Zeng Qinghong visited Laodie Company. In 2005, the company had 180 employees, of whom 138 had college degrees or above or were professional and technical personnel; registered capital of 30 million yuan, total assets of 122 million yuan, sales revenue of 81.2 million yuan, and profit of 6.67 million yuan.
Xiangxi Autonomous Prefecture Tujiaren Group Co. was established in September 2000. It is a private enterprise formed through the restructuring of Baojing Ethnic Furniture Factory, Liquor Factory, Feed Factory, and others. It has total assets of 70 million yuan. It has an annual production capacity of 2.5 million pieces of purple clay pottery, 1,000 tons of baijiu, and 3,000 tons of alcohol. It mainly produces and operates purple clay liquor bottles, purple clay handicrafts, and Tujiaren brand Tujiaren series baijiu. The enterprise has passed ISO9001-2000 international quality management system certification. After 2004, it newly launched "Tujiaren" soy sauce and health liquor series, actively promoted the company + farmer model, developed deep processing of two types of potatoes, and developed high value-added products.
Xiangxi Yishida Industrial Development Co., Ltd. was established in 2001, located at Wulipai, Jishou City. It is a private technology-based enterprise. It has under its jurisdiction a fruit network wholesale market, a 300-mu Sino-Italian joint venture seedling farm, a 1,000-mu Sino-Italian cooperative fruit organic food demonstration farm, a 10,000-mu high-quality fruit production base, a 5,000-ton controlled atmosphere storage, and a 20,000-ton fully automated fresh fruit sorting and packaging production line. The company has self-operated import and export rights, has passed ISO9001 quality management system certification and ISO14001 environmental management system certification, and was awarded the title of "Leading Enterprise in Agricultural Industrialization" by the Hunan Provincial People's Government in March 2004. It has registered capital of 30 million yuan and total assets of 69 million yuan. In 2005, its sales revenue was 33 million yuan and its profit was 3.5 million yuan.
Guzhang County Mengdong River Natural Plant Products Co., Ltd. was established in April 2000. It is a high-tech private enterprise. It has total assets of 17.77 million yuan and an annual production capacity of 40 tons of high-content tea polyphenols and 120 tons of medium-content tea polyphenols. In just a few years after its establishment, the company completed the expansion of a new production line, shifted its products from domestic entrepot trade in the past to self-operated exports at present, achieved ISO9000 international quality standard certification, completed the acquisition of the Guzhang Tea General Factory, and reached a new level in capital accumulation, becoming a leading enterprise driving the development of the tea industry in Guzhang County.
Hunan Xiangquan Pharmaceutical Co., Ltd. The Xiangxi Autonomous Prefecture Pharmaceutical Factory was founded in 1958, merged by Hunan Xiangquan Group in 1995, and after overall acquisition in June 2003 was restructured into a mixed-ownership enterprise, namely Hunan Xiangquan Pharmaceutical Co., Ltd. The company is the only comprehensive pharmaceutical enterprise in Xiangxi Autonomous Prefecture, with total assets of 128 million yuan. It has 54 pharmaceutical varieties with approved registration numbers, has built production lines for three dosage forms—tablets, capsules, and granules—has passed national drug GMP certification, and has a drug production capacity of 2 billion tablets per year. Its main products include Fuyankang Tablets and Changkang Tablets, which have been listed as national second-class traditional Chinese medicine protected varieties.
Holley (Jishou) Artemisinin Pharmaceutical Co., Ltd. was established in 2001. It is a joint-stock enterprise controlled by Chongqing Holley Holding Co., Ltd. Its predecessor was Hunan Jishou Pharmaceutical Factory, built in 1992. It is a specialized manufacturer designated by the State Science and Technology Commission for the production of the antimalarial drug artemisinin, with an annual processing capacity of 6 tons of artemisinin. In 2005, its sales revenue was 9 million yuan and its profit was 2.3 million yuan.
Xiangxi Hesheng Raw Tobacco Development Co., Ltd. In 1998, Baisha Group and Xiangxi Autonomous Prefecture Tobacco Company invested in the construction of the Jishou Threshing and Redrying Plant, which was renamed to its present name in September 2004. It has registered capital of 90 million yuan and total assets of 180 million yuan. The factory area covers 112,000
square meters, with a total building area of 41,000 square meters and 400 in-service employees, including 112 technical personnel with education at the college level or above. It processes and redries 600,000 dan of tobacco leaves annually. In 2005, its sales revenue was 60 million yuan and its profit was 10 million yuan.
