Hunan's First National-Level High-Tech Industrial Development Zone — Changsha National High-Tech Industrial Development Zone
Changsha National High-Tech Industrial Development Zone (Changsha High-Tech Zone) was established in 1988 and approved by the State Council in 1991 as one of the first batch of national-level high-tech industrial development zones. Its overall planned area is 18.6 square kilometers, consisting of two parts: the urban district and the concentrated new development area at Yuelu Mountain. In 1997 it was adjusted to consist of "one zone and four parks" (the four high-tech parks of Yuelu Mountain, Xingsha Industrial, Longping Agricultural, and Yuanda, plus the in-city policy area), among which the Yuelu Mountain High-Tech Park is the core park directly managed by the high-tech zone. It has formed advantageous industries such as electronic information, advanced manufacturing, new materials, and biomedicine. It has established a series of national bases, including the National Software Industry Base, the New Materials Achievement Transformation and Industrialization Base, the Sensor Technology Industrial Base, the Animation and Game Industry Revitalization Base, the High-Tech Research and Development Program Achievement Industrialization Base, the High-Tech Product Export Base, and the Science and Technology Export Innovation Base. The total economic output of Changsha High-Tech Zone ranks second among the 10 national-level high-tech zones in the six central provinces, and it has been rated a national advanced high-tech zone six consecutive times.
Hunan's only national-level agricultural high-tech park — Longping High-Tech Park
Longping High-Tech Park of the Changsha High-Tech Industrial Development Zone is located in the eastern part of Furong District, known as the "Number One District of the Three Xiangs." Together with the Shaanxi Yangling Agricultural High-Tech Demonstration Zone, it is one of the two national-level high-tech parks, with a planned area of 18 square kilometers. In 2007, the park had 184 resident enterprises, including 51 high-tech enterprises and 39 industrial enterprises above designated size. The park is home to 3 Fortune Global 500 enterprises, 3 enterprises with an output value exceeding 1 billion yuan, 3 of Changsha's ten landmark engineering enterprises, and 6 leading enterprises in Hunan's agricultural industrialization. It has initially formed pillar industries such as biotechnology, modern agriculture, and new materials.
Hunan's only core logistics industry park — Changsha Jinxia Economic Development Zone
Changsha Jinxia Economic Development Zone is the only core park for Hunan's logistics industry and the only development park in the province that integrates the five-mode network transportation advantages of water transport, highways, air transport, railways, and pipelines. Changsha Jinxia Economic Development Zone is located in the northern part of Kaifu District, Changsha, with a total planned area of 34.96 square kilometers. In terms of industrial layout, it has formed a "one main, three secondary" development pattern with the Jinxia Logistics Center as the economic engine. In terms of industrial development, it is led by the logistics industry, driving the joint development of related commerce and trade, high-volume transport industries, and the real estate industry. This development zone is an ecological and livable blessed city linked by modern logistics.
Hunan's only Yangtze River port development zone — Yueyang Economic Development Zone
Yueyang Economic Development Zone is located in Yueyang, Hunan. It has initially completed three major industrial parks — the Baishiling Comprehensive Industrial Park, the Kangwang High-Tech Park, and the Machinery and Building Materials Industrial Park — as well as two major logistics parks, the Zhongnan Modern Logistics Park and the Taiyangqiao Logistics Park, and one Yueyang Avenue comprehensive supporting area. Its long-term plans include a 2.6-square-kilometer national-level export processing zone, a 20-square-kilometer Muli Port Industrial Park, a 2-square-kilometer Tiangu Electronic Information Industrial Park, and an 8.7-square-kilometer new railway station commercial and financial district that is under rapid construction. The zone's project carrying capacity has continued to strengthen, and it now has the ability to accommodate large-scale projects. After 2000, Yueyang Economic Development Zone was successively awarded the title of advanced unit in the city's "Advanced County, City, and District" creation campaign by the Yueyang Municipal Party Committee and Municipal Government, and was awarded the titles of "Excellent Development Park for the Development of the Non-Public Economy in Hunan Province" and "Advanced Unit for Quality Revitalization of the City in Hunan Province" by the Hunan Provincial Party Committee and Provincial Government. It is Hunan's only Yangtze River port development zone.
Hunan's only National Torch Program Advanced Manufacturing Technology Industrial Base — Yiyang High-Tech Industrial Development Zone
Yiyang High-Tech Industrial Development Zone is a provincial-level key high-tech industrial development zone in Hunan, located in the southeastern part of Yiyang's central urban area, with a total planned area of 55.8 square kilometers. The park has formed high-tech new materials industries mainly based on solar-grade polysilicon, carbon-carbon advanced composite materials, and metal fiber electromagnetic shielding materials; high-tech energy industries mainly based on biodiesel and nickel-zinc high-energy batteries; equipment manufacturing industries led by internal mixers and vulcanizing machines; fine chemical industries mainly based on Diao brand detergents; and non-ferrous metal materials industries mainly based on capacitors and deep processing of non-ferrous metals, among others. In May 2004, it was awarded the title of "National Torch Program Yiyang Advanced Manufacturing Technology Industrial Base" by the Ministry of Science and Technology and the Hunan Provincial Government.
Hunan's only private economy development pilot zone — Shaoyang Private Economy Development Pilot Zone
Shaoyang Private Economy Development Pilot Zone (abbreviated as Jiangbei Development Zone) is a provincial-level key development zone approved by the Hunan Provincial People's Government and the only private economy development pilot zone in the province. Completed projects in Jiangbei Development Zone include: the Xihu Bridge, the Jiangbei Flood Control Levee, Jiangbei Square, Jiangbei Market, the Building Materials Market, the Hardware and Auto Parts City, and numerous administrative and institutional organs. Jiangbei Development Zone has invested more than 800 million yuan in development and construction. The first phase of 3.2 square kilometers has been basically completed, and the new city has begun to take shape.
Hunan's first national-level bio-industry base — Liuyang Biomedical Park
Liuyang Biomedical Park is located in the eastern suburbs of the provincial capital Changsha (Dongyang Town, Liuyang City), 35 kilometers from Changsha, with a planned area of 13.4 square kilometers. Since construction began in October 1998, the park has successfully developed 10 square kilometers. Positioned as high-tech, ecological, and internationalized, it adheres to the leadership of biomedicine, bio-environmental protection, bio-energy, bio-information, and health foods, and insists on promoting scientific and technological innovation through the construction of public science and technology platforms, thereby enhancing core competitiveness through scientific and technological innovation and forming specialized characteristics. It is a major high-tech industrial base of the Chang-Zhu-Tan urban agglomeration and the first national-level bio-industry base in the central region. The Biomedical Park is a pharmaceutical international cooperation project jointly built by the Changsha Municipal People's Government and the United Nations Industrial Development Organization (UNIDO). It is Hunan's only pharmaceutical professional development zone, a provincial key project, and a National Torch Program biomedical industry base.
Hunan's first provincial-level university science park — Xiangtan University Science Park
Xiangtan University Science Park is located in Hunan's second most concentrated area of universities and talent, and is the core part of Xiangtan's University City. It is the first provincial-level university science park approved in our province. It is surrounded by 5 full-time institutions of higher learning including Xiangtan University, covering an area of 822 mu, of which the incubation area is 165 mu, the industrial area is 318 mu, and the living and leisure area is 339 mu. It has undertaken more than 900 projects, including National "Ninth Five-Year Plan" key research topics, 863 science and technology key projects, 973 national key basic research projects, provincial and ministerial-level scientific research projects, and scientific research projects of the Provincial Department of Education. There are currently 52 resident enterprises with a registered capital of 106 million yuan, and 78 high-tech projects have been developed, forming a number of high-tech industries in new materials, information engineering, optical-mechanical-electrical integration, biotechnology, fine chemicals, and environmental protection technology.
Hunan's only Class B national university science park — Yuelushan University Science Park
The Yuelushan area of Changsha gathers 100,000 scientific and technological elites from Hunan, with 13 full-time institutions of higher learning, 28 national and provincial-level research institutes, and 26 academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering. Hunan Province established Yuelushan University Science Park in December 1999. In 2001, the park passed the review by the Ministry of Science and Technology and the Ministry of Education, becoming one of the first 22 national-level university science parks in the country. After the High-Tech Department of the Ministry of Science and Technology and the Science and Technology Department of the Ministry of Education organized experts to conduct on-site assessments of the first 22 recognized national university science parks, Yuelushan University Science Park, the only one in Hunan Province, was rated as a Class B national university science park. Yuelushan University National University Science Park ranks 17th among Class B national university science parks.
Hunan's number one park for college student entrepreneurship — Xiledi College Student Entrepreneurship Park
Xiledi College Student Entrepreneurship Park is located in Hunan Yuhua Creative Entrepreneurship Park (Changsha Publications Trading Center). It is divided into several areas: the college student micro-enterprise area, the college student enterprise area, and the public service area. Independent storefronts ranging from about 60 to 200 square meters serve as entrepreneurship platforms for college students, offered rent-free, along with comprehensive supporting services such as entrepreneurship coaching, policy consultation, fiscal and tax consultation, legal consultation, market development, integrated promotion, public information platforms, and property management. At present, Xiledi College Student Entrepreneurship Park has attracted nearly 100 college student startup enterprises from major universities across the country and even prestigious foreign schools. Hunan's largest creative entrepreneurship enterprise park — Hunan Yuhua Creative Industry Park
In September 2007, the Publicity Department of the Hunan Provincial Party Committee officially awarded Hunan Yuhua Creative Industry Park · Creative Entrepreneurship Park the title of "Hunan Provincial Key Cultural Industry Demonstration Base," and the park was officially put into operation at the same time. Hunan Yuhua Creative Industry Park · Creative Entrepreneurship Park is located in Yuhua District, the area of Changsha with the greatest development potential and cultural vitality. With a total area of 47,000 square meters, it is divided into an enterprise office area, a business service area, a basic service area, and a service supporting area. The park is home to the Changsha Publications Trading Center, with complete hardware facilities and a beautiful courtyard-style natural ecological office environment. It shares public resources such as a public conference center, a multi-functional cinema and theater, and a large indoor activity plaza, creating a first-class entrepreneurial environment. The entrepreneurship park is a service institution that cultivates and supports creative entrepreneurial enterprises. It is currently the largest creative entrepreneurship enterprise park in central and southern China.
Hunan's first platform for agricultural exchange and cooperation with Taiwan — Hunan Changsha Taiwan Business Agricultural Science and Technology Park
Hunan Changsha Taiwan Business Agricultural Science and Technology Park is the first platform for exchange, cooperation, and investment promotion of Taiwan-related agricultural projects established by Hunan Province in the central provinces in response to the national strategy of the Rise of Central China. The park has a total planned area of 60 square kilometers. Based on the concepts of scientific, harmonious, and sustainable development, it is committed to building itself into a "display center for high-efficiency agriculture, promotion center for the application of agricultural science and technology, and processing and logistics center for agricultural products" in the central region. It operates under two signboards with the Hunan Ningxiang Agricultural Science and Technology Park Management Committee, sharing one team and unified management and coordinated planning, providing enormous options for the investment promotion and introduction of various agricultural projects.
China's first complete science-and-technology-based pig industry chain science park — Hunan Modern Agriculture Science and Technology Park
Hunan Modern Agriculture Science and Technology Park is located in Ningxiang and is the country's first complete science-and-technology-based pig industry chain project. The planned total investment is 750 million yuan, covering 500 mu. In addition to the already completed pig farming cooperative, feed mill, and testing center, the project also includes the province's first modern slaughterhouse built to EU standards with an annual slaughtering capacity of 2 million head, which is about to go into operation, as well as a meat products processing plant, a biopharmaceutical plant, and a pig products trading market. When the project reaches full production, it can achieve an annual output value of 4 billion yuan and will become the most modern one-stop demonstration base for the pig industry in China, integrating feed, breeding pigs, veterinary drugs, pig slaughtering, and meat product processing.
Hunan's only provincial-level ecological agriculture science and technology park — Hunan Miluo Ecological Agriculture Science and Technology Park
Hunan Miluo Ecological Agriculture Science and Technology Park is located at kilometer marker 1542 on National Highway 107. It is the only provincial-level ecological agriculture science and technology park approved by the Provincial Department of Science and Technology in 2002. The park is divided into a core area, a demonstration area, and a radiation area. The core area is located within Honghua Township, with a total planned area of 22,000 mu. It is divided into four functional zones — an agricultural enterprise zone, a breeding zone, a rare flowers and plants sightseeing and leisure zone, and the Honghua Mountain ecological tourism zone — plus a comprehensive management center, with a planned total investment of 1.5 billion yuan. In March 2007, it passed the review of the Provincial Forestry Department and was upgraded to a provincial-level forestry science and technology demonstration park.
Hunan's only "Golden Triangle" development zone — Xiangtan Zhaoshan Tourism and Trade Development Zone
Xiangtan Zhaoshan Tourism and Trade Development Zone was established in 1992 and is a provincial-level key development zone in Hunan. The development zone is located at the midpoint of the "Y" shape formed by the three cities of Changsha, Zhuzhou, and Xiangtan, less than 20 kilometers from each of the three urban centers. It is known as Hunan's "Golden Triangle," with unique location advantages, transportation advantages, and resource advantages, and tremendous development potential. The total area of the zone is 67 square kilometers, with a total population of 180,000. The proposed development area is 242 hectares, of which 137 hectares have been completed. The development zone is positioned as an ecological urban area, relying on and serving Chang-Zhu-Tan. With the purpose of optimizing and developing historical culture, the ecological environment, and tourism resources, the near-term plan is to build it into a beautiful new mountainous and waterfront urban district of Xiangtan with complete facilities and full functions; the medium-term plan is to build it into the ecological leisure center of the three cities of Chang-Zhu-Tan; and the long-term plan is to build it into a nationally famous ecological leisure tourism and vacation resort with contemporary style.
Hunan provincial-level industrial economic development zone — Hunan Zhuzhou Jianning Economic Development Zone
Hunan Zhuzhou Jianning Economic Development Zone was approved by the Hunan Provincial People's Government as a provincial-level economic development zone in 1994. It is administratively subordinate to the Lusong District People's Government, with a total planned area of 3 square kilometers and a total population of 12,000. Jianning Economic Development Zone is located in the southeast of Zhuzhou City. Within the zone, the East Ring Road, an urban express ring road, runs north-south, and the Zhejiang-Jiangxi Railway crosses east-west. It connects to the provincial highway Zhuli Road in the south and to the main urban road Wenhua Road in the north. Centering on the goal of building a new industrial city, the development zone has developed an industrial structure dominated by machinery, woodworking, and garments, supplemented by real estate. Following the policy of "overall planning, rational layout, rolling development, and expanding the new city," the development zone relies closely on land for development and raises funds by all means for construction. The development zone has accelerated the development of mechanical processing, apparel processing, and fine wood processing industries, improved supporting service facilities such as finance, post and telecommunications, medical care, and education, and initially formed an industrial scale. By 2010, it aims to achieve an additional 300 million yuan in fixed asset investment, develop 2,000 mu of land, attract 400 million yuan in investment, and reach an annual total output value of 600 million yuan.
The first specialized plastics industrial park in central China — China Hunan Plastics Industrial Park
China Hunan Plastics Industrial Park is the first specialized plastics industrial park in central China. It is located in Jinzhou New District, Ningxiang, Hunan Province, and has been listed as a key project of Hunan Province and a "Double Hundred" project of Hunan's Eleventh Five-Year Plan. It is a specialized park integrating production, sales, scientific research, warehousing, and logistics. The total investment of the project is 5 billion yuan, with a total land area of 5,000 mu and an annual output value of 12-14 billion yuan. Ningxiang Jinzhou New District is one of the core development areas of the Changsha West Line Industrial Economic Belt. In less than two years of development and construction, Jinzhou New District has invested 500 million yuan to build relatively complete infrastructure, attracted 23 billion yuan in investment, and introduced 54 projects of various types.
Hunan's largest fluorite resource production base — Chenzhou Fluorine Chemical Industry Park
Chenzhou Fluorine Chemical Industry Park is located in Baishidu Town, Yizhang County. The fluorine chemical industry is an emerging industry that uses fluorite as its basic raw material. Experts predict that in the next 20 years, China's fluorite demand will reach more than 6,000 tons. Chenzhou City is rich in fluorite resources. The city has 16 proven fluorite deposits, with retained resource reserves of 122 million tons and industrial reserves of 115 million tons, accounting for about 50% of the country's published reserves and 90% of Hunan Province's published reserves. It is expected that by 2010, the output value of Chenzhou's fluorine chemical industry will reach 2 billion yuan, and by 2015 it will reach 10 billion yuan, gradually forming an annual production capacity of 1 million tons of fluorite powder and building the largest fluorite resource production base in the country.
Hunan's only fine chemical characteristic industrial base — Yueyang Yunxi Industrial Park
Hunan Yunxi Industrial Park is located in Yunxi District, Yueyang City — Hunan Province's "petrochemical city" — in the northeastern part of Hunan Province. It was approved for establishment by the Provincial People's Government in July 2003, with a planned area of 61 square kilometers. Relying on the resource advantages of the large plants in its jurisdiction, and with the office purpose of "docking with the petrochemical base, undertaking coastal industries, and creating an industrial depression," the industrial park has established its industrial positioning as "fine chemicals" and focuses on introducing projects in six industrial chains, including new industrial catalytic materials, pharmaceutical biology, and polymer material processing. It is the only fine chemical characteristic industrial base in Hunan Province. The industrial park has built standardized factory buildings with a total area of more than 30,000 square meters and established a public platform for Yueyang fine chemical technology development and inspection and testing. More than 100 enterprises, including Sinopec Catalyst and Beijing Oriental Yuhong, among them Fortune Global 500 companies, have settled in the park. In 2008, it was listed by the provincial government as a pilot park for circular economy in the province, and in 2009 it was listed as one of the 10 "hundred-billion parks" that the province focuses on cultivating.
Hunan's first electronic information industrial park — Xiangtan Jiuhua Electronic Information Industrial Park
On December 16, 2008, the signing and plaque-awarding ceremony for the province-city jointly built Xiangtan Jiuhua Electronic Information Industrial Park was grandly held at the administrative committee building of the Hunan Xiangtan Jiuhua Economic Zone, marking a new milestone in the development of Xiangtan's electronic information industry. This province-city jointly built Xiangtan Jiuhua Electronic Information Industrial Park is located in the Jiuhua Economic Zone, north of the Shangrui Expressway, south of Jili West Road, and west of Heping Avenue. It is mainly composed of the Huashang Electronic Technology Park, the Automotive Electronic Technology Park, and the Software Technology Park, and is China's first electronic information industrial park. It is expected that by 2015, the output value of the electronic information industry in the Jiuhua Economic Zone will reach 40 billion yuan, generating 3 billion yuan in tax revenue.
Hunan's first "Two-Oriented Society" construction reform pilot demonstration zone — Zhaoshan Demonstration Zone
Zhaoshan Development Zone was established in 1992 and officially inaugurated on June 8, 2009. Zhaoshan is located at the center of the three cities of Changsha, Zhuzhou, and Xiangtan, about 25 kilometers from each, and enjoys the reputation of a "Golden Triangle." Within Zhaoshan there are the "Four Greens": "Green Mountains" — Zhaoshan, Fengxing Mountain, and Huxing Mountain; "Green Water" — the Xiang River and Yangtian Lake; "Green Valley" — Jinlan Valley; and "Green Belt" — the riverside ecological scenery belt. It is the shared "oxygen bar" and "green lung" of the three cities. The demonstration zone will take the lead in making innovative breakthroughs in key areas and crucial links such as ecological environmental protection, land use, investment and financing, and public services, establish institutional mechanisms that meet the requirements of "Two-Oriented Society" construction, and pioneer a development path different from traditional models, building the Zhaoshan Demonstration Zone into a growth pole for economic development, a model area for ecological protection, a hub for high-end industries, a harmonious and livable area for humans and nature, and a showcase area for Huxiang culture, providing experience and demonstration for scientific leapfrog development.
Hunan's first and largest agricultural machinery demonstration park — Yueyang High-Tech Agricultural Machinery Technology Demonstration Park
Yueyang High-Tech Agricultural Machinery Technology Demonstration Park is Hunan Province's first and largest agricultural machinery demonstration park with the highest level of modernization, and is the most important demonstration project of the Ministry of Agriculture for full mechanization of rice production in the south. The park has an overall planned area of 30,000 mu, including 10 agricultural machinery estates covering more than 5,000 mu built according to modern agricultural goals, a 20,000-mu full-mechanization base for high-quality rice production, a 1,500-mu mechanized supporting service area, a 2,800-square-meter parking lot, as well as a rice drying area, grain storage and processing area, and machinery warehouse and factory buildings. The park brings together more than 20 units (sets) of the most advanced main agricultural machinery from the world's most developed rice-producing countries.

The county seat's market layout is reasonable and fully functional. With the Shaodong Industrial Products Market at the center, more than 20 large specialized markets that have developed successively — including the Central South Hardware Market, Shaodong Home Appliance City, Shaodong Building Materials Market, Shaodong Agricultural and Forestry Products Wholesale City, Central South Leather and Footwear City, and Shaodong Clothing City — are renowned far and wide. In 2005, the county's total market transaction volume reached 13 billion yuan.
Second, the market scale has continued to grow. After nearly twenty years, especially the rapid development in recent years, the scale of Shaodong's markets has continued to expand, and the variety of goods traded has continued to increase. The county seat's industrial products market has seen investment exceeding 80 million yuan, covering 72 mu, with 436 shop fronts, 10,000 stalls, and complete supporting service facilities. It currently has more than 7,000 business households and over 20,000 people.
It deals in more than 10 major categories and tens of thousands of varieties of goods, with a daily customer flow of nearly 40,000 people. In 2005, the industrial products market's transaction volume exceeded 5 billion yuan, paying 35 million yuan in national taxes and fees, becoming an important driving force for Shaodong's economic development. The Central South Hardware Market is an important distribution center for hardware products in China's central-south region, covering 103 mu with a total investment of 130 million yuan, with more than 640 stores and over 500 stalls, and is the third-largest specialized hardware market in the country. The market contains 36 buildings and a large parking lot covering 3,200 square meters. The market has a complete range of products, including 10 major categories of hardware series products such as daily-use, electromechanical, and electrical categories. The market's annual transaction volume reaches 1 billion yuan and can accommodate nearly 10,000 people for employment. Shaodong Home Appliance City is an important distribution center for home appliance products in China's central-south and southwest regions. Major home appliance manufacturers nationwide have business connections with the Home Appliance City, with more than 200 manufacturers selling directly here. Some famous enterprises such as "Samsung," "Panasonic," "Sony," and "Aiwa" have also established product sales outlets here, with annual sales reaching 1.5 billion yuan.
Third, business models have continued to diversify. We vigorously encourage business households to change traditional business models and actively develop new business models and methods such as e-commerce, chain operations, and general agencies. We make full use of modern trading methods such as online transactions, TV direct sales, and order placement and settlement for market transactions. As early as 2000, the county's industrial products market established a commercial website, encouraging business households to set up homepages on the Internet, publish and transmit information through modern information networks, and conduct online transactions. To date, 5,862 business households in the county have traded through the Internet, with transaction volumes approaching 100 million yuan. At the same time, we vigorously develop general agencies and general distributors, totaling 1,260 households. Among them, 875 are municipal-level general agencies, 323 are provincial-level general agencies, and 62 are central-south regional general agencies, with annual sales of 3.85 billion yuan, accounting for 30% of the entire market's total annual sales.
Fourth, foreign trade has continued to expand. The county adheres to the "opening-up driven" strategy as the preferred goal for economic development and takes developing an export-oriented economy as the "first priority" for developing the county economy. It has adopted various effective measures to promote the rapid development of foreign trade and foreign economic cooperation. The Provincial Department of Commerce has approved the county as one of the province's top ten export product (electromechanical products) base counties. Foreign economic and technological cooperation has made encouraging progress, with three enterprises setting up factories in Southeast Asia and more than 500 workers dispatched abroad.
Fifth, logistics and freight transport are fast and smooth. The county's logistics industry has developed rapidly in recent years. The logistics market has 3,000 employees, 94 operating routes (60 outside the province and 34 within the province), radiating to 21 provinces and cities, 17 logistics companies, 157 freight forwarding stations, 62 receiving routes, 62 receiving stations, and 56 information service providers, radiating to more than 20 provinces and cities. There are more than 200 vehicles loaded daily, with an annual cargo throughput of 1 million tons, basically forming a fully functional, fast, and smooth logistics distribution system.
China's Famous Women's Pants Town — Zhuzhou Lusong Clothing City
Lusong Clothing City has become the largest clothing market cluster in the central-south region and a regional, national-level, modern logistics center. This integrated production-supply-marketing clothing base covers 1.5 square kilometers, with a business area of 850,000 square meters. It has 43 large specialized clothing markets, 22,000 stalls, and 28,000 individual business owners, bringing together more than 4,000 clothing brands from home and abroad, achieving provincial-level general agency for more than 2,400 clothing brands. Its products radiate to 15 provinces and cities and 230 counties and cities mainly in the central and western regions, and it has established trade exchanges and strategic cooperative relationships with Southeast Asia, Africa, Western Europe, and other regions. It absorbs more than 100,000 employees, with an annual transaction volume of 20 billion yuan and annual profits and taxes of approximately 500 million yuan.
Among them, the number of Zhuzhou women's pants processing factories clustered in Hetai and Dongjia Duan has exceeded 2,000, with more than 120,000 employees. Zhuzhou's annual output of women's pants has reached nearly 300 million pairs, which are wholesaled to all parts of the country through various windows of Lusong Clothing City, basically occupying half of the national market for similar domestic-sale products. Among them, nearly 200 processing factories have more than 100 employees, more than 100 pieces of specialized equipment, and an annual output of more than 300,000 pairs of women's pants. Zhuzhou women's pants have the characteristics of better fabrics than Wuhan, lower prices than Zhengzhou, novel and unique styles, and rapid product innovation.
In September 2009, Lusong Clothing City was awarded the honorary title of "China's Famous Women's Pants City" by the China National Textile and Apparel Council, which is a testament to the perfect transformation of Lusong Clothing City.
Five-Star Development Zone — Changsha Economic and Technological Development Zone
Changsha Economic and Technological Development Zone was founded in 1992 and is located in Xingsha, the eastern suburb of Changsha, the capital of Hunan Province. In April 1997, it was approved by the Ministry of Science and Technology as the Xingsha High-Tech Industrial Park of Changsha National High-Tech Development Zone. In February 2000, it was approved by the State Council as a national-level economic and technological development zone. It is one of the national-level economic and technological development zones directly guided by the Ministry of Commerce and is also a national-level high-tech industrial park. Over the years, the zone has continuously increased investment in infrastructure, forming a favorable development environment characterized by "good water supply, smooth drainage, stable electricity, open roads, ample gas supply, responsive information, good television reception, beautiful environment, and excellent service," meeting the needs of rapid economic development in all aspects.
The development zone's unique geographical advantages, complete supporting infrastructure, high-quality services, and various preferential policies that benefit investors have won the favor of domestic and foreign investors. Since its establishment, it has successively attracted Fortune Global 500 enterprises such as South Korea's LG, the Netherlands' Philips, France's Danone, Japan's Mitsubishi, Japan's Iwai, the United States' Coca-Cola and Pepsi-Cola, Germany's Bosch, Sweden's Electrolux, and NEC to come here to invest and start businesses. A number of well-known domestic enterprises with high technological content, such as Sany Heavy Industry, Beiqi Foton, Changfeng Liebao, Broad Air Conditioning, Jinshali Color Printing, Sunward Intelligent, and Liyuan New Materials, have successively settled in the park and developed rapidly. To date, the zone has completed a cumulative fixed asset investment of 30.23 billion yuan, of which 5.45 billion yuan was invested in infrastructure. Water, electricity, gas, and communications have all reached very advanced supply and treatment levels. The zone has introduced and cultivated 312 enterprises (including 175 industrial enterprises), forming two leading industries of construction machinery and automobiles and parts, as well as four advantageous industries of electronic information and home appliances, new materials, food and beverages, and light printing and packaging, initially forming a comparative advantage of industrial clusters that are grouped horizontally and chained vertically. Up to now, there are 16 Fortune Global 500 enterprises investing in the development zone, 12 listed companies, accounting for 1/4 of the province's listed companies, and 51 enterprises with an annual output value of over 100 million yuan. In the first 5 months of 2009, industrial enterprises above designated size in the zone achieved a total industrial output value of 23.2 billion yuan, a year-on-year increase of 17.2%; industrial added value above designated size reached 6.27 billion yuan, a year-on-year increase of 14.8%; and cumulative industrial and commercial tax revenue reached 1.31 billion yuan, a year-on-year increase of 9.3%.
The development zone has always adhered to the concept of "attracting, stabilizing, supporting, and enriching businesses," adhered to the principle of "win-win" between the development zone and entering enterprises, placed "improving infrastructure construction" and "optimizing park enterprise services" in equally important positions, and wholeheartedly provides efficient and high-quality services to investors. "Development zone development potential" has increasingly become the focus of investors' attention. To this end, in 2009, the Economic Observer and the Chinese Association of Regional Economists jointly hosted the first "Top 100 Chinese Development Zones with the Most Investment Potential" selection event. This selection event conducted strict classification and calculation of various numerical values of participating development zones. The main evaluation indicators included ten aspects: growth potential, industrial competitiveness and industrial relevance, infrastructure competitiveness, environmental protection, human capital and education competitiveness, openness, coordinated development competitiveness, independent innovation capability, commercial and trade competitiveness, and brand and cultural image competitiveness.
Changsha Economic and Technological Development Zone advanced into the top six, becoming the number one development zone among central province development zones and the only "five-star" development zone on the list among the six central provinces.
Hunan's first bonded logistics center — Changsha Jinxia Bonded Logistics Center
The Changsha Jinxia Bonded Logistics Center officially began closed-door operation and was put into use, which means Changsha has become one of the first cities in China's central region and the only city in Hunan to provide services similar to Hong Kong's "free trade port."
Changsha Jinxia Customs Bonded Logistics Center is located in the north of Changsha, at the intersection of the Beijing-Guangzhou Railway running north-south and the Beijing-Zhuhai and Changchang Expressways, adjacent to Huanghua Airport and the Changsha New Port, a thousand-ton deep-water port on the Xiang River that is navigable year-round, and is at the center of water, land, and air transportation hubs. The center has an overall planned area of 1,500 mu, of which the customs supervision area covers 450 mu. It has currently completed and put into use customs supervision and office facilities with a total area of approximately 75,000 square meters, 6 standard warehouses, and storage yards.
After the commencement of closed-door operation, the center took the lead in piloting the "zone-port linkage" supervision model, implementing a direct through-operation process of "one declaration, one inspection, one release" for incoming and outgoing goods. From enterprise declaration to receiving the vehicle IC card, reading data, and customs approval and release, it takes only about 10 minutes. The coordinated development of the bonded logistics center with Changsha New Port, the airport, as well as railway, highway ports, and coastal ports extends the port functions of the customs area to the bonded logistics center, achieving seamless connection between the zone and port and rapid circulation of goods. This can effectively reduce customs clearance costs, improve supervision efficiency, and optimize supervision services.
After the Jinxia Bonded Logistics Center is closed and operational, it will become a special customs supervision zone dedicated to bonded warehousing and logistics business, implementing closed management. Currently, the center has launched five major business models: import bonded storage, export tax rebates, one-day tours for deeply processed transferred goods, circulation with other special zones, and simple processing and value-added services. Consequently, logistics costs for foreign trade enterprises are greatly reduced, improving capital operation efficiency. For example, with the 'one-day tour' business for goods transshipment, previously, a container transshipped via Hong Kong, the 'Hong Kong one-day tour' cost about 12,000 RMB and took 4 to 6 days. Through the Jinxia Bonded Logistics Center's 'bonded center one-day tour', it only costs 2,000 RMB, saving 10,000 RMB in transportation fees, and takes only 4 to 6 hours, greatly saving enterprises loading and unloading, long-distance transportation costs, and time.
Ecological Technology Industrial New City — Changsha "Lugu" Technology New City
In 2000, the construction of Changsha "Lugu" Technology New City began. A piece of land that had been silent in farming culture was awakened by the "hoes and picks" of the doers of the high-tech zone.
After 3 years of development, an ecological technology industrial new city has taken shape. New factories have risen alongside new industries, showcasing Changsha's name on the Chinese and even world economic stage with extraordinary investment returns and growth, attracting domestic and overseas merchants in droves. For a time, land supply falling short of demand became the biggest bottleneck for Lugu's expansion of high-tech production capacity.
The Changsha Municipal Party Committee and Municipal Government expanded the planned control area of Lugu to 80 square kilometers to support this diligent and promising land in realizing its grand vision. Lugu New City develops and advances 2-3 square kilometers each year, with a cumulative newly developed area of 10-15 square kilometers over five years. By 2010, Lugu New City will have formed an overall development framework of 20-25 square kilometers, becoming an ecological industrial science and technology new city with a sound ecological and cultural environment, complete urban supporting facilities, flourishing high-tech industries, and orderly urban management, suitable for entrepreneurship and living. By the end of 2008, Lugu had attracted more than 400 enterprises, with 124 industrial projects having purchased land, 88 projects completed or partially completed and put into production, and once all reach full production, the estimated new output value will exceed 60 billion yuan.
Starting from the 0.5-square-kilometer park of Hexi Torch City in 1992, to Changsha High-tech Zone leading the coordinated development of Yuelushan High-tech Park, Xingsha Industrial High-tech Park, Longping Agricultural High-tech Park, and Yuanda High-tech Park, and then creating Lugu to explore a cluster development model for provincial and municipal high-tech industries and set a model for Hunan's new industrialization demonstration zone and ecological new city, Changsha High-tech Zone has forged ahead in reform, innovation, and self-transcendence.
Investment is always a bottomless pit, but how to use it where it counts requires much knowledge. According to statistics, from the start of Lugu's construction to the end of 2008, more than 4 billion yuan had been invested cumulatively, building over 40 kilometers of main and secondary road networks with a "seven vertical and four horizontal" layout, forming a 15-square-kilometer main road network framework, while natural hills and native vegetation were reasonably preserved. More than 70 million yuan was invested to build an ecological park integrating mountains, water, forests, and gardens in accordance with the terrain, achieving a tasteful connection between urban infrastructure and the ecological environment.
