Zhangjiajie-Huayuan Expressway Breaks Ground in the Rain
“The Zhanghua Expressway runs through Xiangxi, benefiting generations to come; the Party's grace flows far and wide, nourishing the border town for a thousand years.” On the morning of October 31, 2008, in a fine drizzle, the groundbreaking mobilization meeting for the Zhangjiajie-Huayuan Expressway was grandly held in Huayuan County. This is another expressway to begin construction in our prefecture, just one month after work started on the Jishou-Huaihua Expressway. Once the project is completed, Huayuan will be only about a 4-hour drive from both Changsha and Chongqing, which is of great significance for improving the layout of Hunan Province's main expressway skeleton network, promoting economic development in the Xiangxi ethnic minority areas, and accelerating the pace of shaking off poverty and becoming prosperous.
At 9:30, as Yu Laishan announced: “The Zhangjiajie-Huayuan Expressway officially begins construction!” Immediately, drums resounded, fireworks filled the sky, colorful dragons danced, excavators roared…… the scene was one of great jubilation.
The Zhanghua Expressway is located in northwestern Hunan, within the jurisdiction of Zhangjiajie City and Xiangxi Autonomous Prefecture. It starts in Zhangjiajie, connects with the Changde-Zhangjiajie Expressway, ends in Huayuan County of Xiangxi Autonomous Prefecture, links with the Jishou-Chadong Expressway, and passes through Yongding District of Zhangjiajie City and Yongshun County, Baojing County, and Huayuan County of Xiangxi Autonomous Prefecture. The route has a total length of 146.848 km, with an estimated total investment of 12.1 billion RMB. The main line of the project adopts a four-lane expressway standard, with a design speed of 80 km/h, a subgrade width of 24.5 m, and an estimated construction period of four years.
The route starts at Yanghuping Town in Zhangjiajie City, directly connects with the Changde-Zhangjiajie Expressway, passes the edge of Jishou University, crosses Provincial Highway S306, Zhangqing Highway, and Provincial Highway S228, passes Sanjiaguan, crosses the Lishui River at Yaping, reaches Qingping, passes Yangfeng, crosses the Shi River 1.2 km upstream of Hanigong, reaches Fuzhi, then crosses the Mengdong River about 1 km upstream of the Hailuo Power Station, passes south of Zejia, follows the edge of the Zhonglingshan Industrial Park, crosses the Youshui River, bypasses the planned area of Meihua Township southeast of Baojing County town, follows National Highway G209 to Fuxing Town where it crosses the Huayuan River, follows the western edge of the Huayuan planning area through Kadi to Pailou, and connects with the Jishou-Chadong Expressway. The route has a total length of 146.848 km. Among this, the route within Yongding District of Zhangjiajie City is 32.22 km long, within Yongshun County of Xiangxi Prefecture is 67.896 km long, within Baojing County of Xiangxi Prefecture is 37.21 km long, and within Huayuan County of Xiangxi Prefecture is 9.522 km long.
This project is an important component of the second horizontal line——the Changsha Liuyang (Jiangxi-Hunan border) to Huayuan (Hunan-Chongqing border) Expressway——in the “five vertical and seven horizontal” road network of Hunan Province's expressway network plan. The construction of the project is necessary to accelerate the implementation of the national expressway network, improve the layout of Hunan Province's main expressway skeleton network, and meet the needs of highway transportation development along the route; it connects three national expressways—the Erguang Expressway, Hangrui Expressway, and Baomao Expressway—expands the radiation range of the national highway network, and forms an east-west transportation artery in the northwestern Hunan region; it promotes economic development in ethnic minority areas, accelerates poverty alleviation and prosperity, and lays a solid foundation for implementing the Western Development Strategy; the project construction is conducive to promoting the development of tourism resources and mineral resources along the route.
The Zhangjiajie-Huayuan Expressway is an important component of our province's expressway network and a key project in our province's “Eleventh Five-Year” transportation construction.
This project is of great significance for improving the layout of Hunan Province's highway network, enhancing the overall efficiency of the highway network, integrating tourism resources, accelerating western development, and promoting economic and social development in the northwestern Hunan region.
