During the Three Kingdoms period, Pang Tong administered Leiyang County and felt his great talents were being underused. He spent his days drinking Leiyang Lake wine, indulging in the scenery, and studying military strategy. On the surface, he neglected county affairs, but in reality, he traveled in disguise to observe the people's conditions. Liu Bei sent Zhang Fei to Leiyang to supervise governance. Pang Tong ordered the county's taverns to water down their wine to prevent Zhang Fei from getting drunk and delaying important matters. When Pang Tong held court to judge cases, he resolved a hundred days' backlog of cases in half a day. Zhang Fei, who was present, was deeply impressed, and thus a much-told tale has been passed down through the ages. The restored ancient county office is located at the intersection of Qunying Road South and Jinnan Road, intended to recreate this historical story.
The Leiyang County Office is located at the intersection of Jinnan Road, Qunying Road, and Nanyi Road in Leiyang City (Kunbi Bay, Jinnan Neighborhood Committee, Caizichi Subdistrict Office). Facing south with its back to the north, it is surrounded by well-preserved residential clusters from the Ming and Qing dynasties. The county office was first built during the Eastern Han dynasty and, through the vicissitudes of time, witnessed the administrative careers of over 60 county magistrates. It covers 200 meters from north to south and 80 meters from east to west, with a total area of 16,000 square meters. It has more than 30 rooms, all single-eave yingshan-style buildings with tiled roofs, decorated with pottery components such as ridge ornaments and beasts.
