Comrade Liu Shaoqi Memorial Hall is located in Huaminglou Town, Ningxiang County, Hunan Province. It is a fully county-level public institution directly under the CPC Changsha Municipal Committee.
The hall is the only complete and systematic biographical specialized memorial hall in the country introducing Liu Shaoqi's life and achievements, established on the basis of the Major Historical and Cultural Site Protected at the National Level—Liu Shaoqi's Former Residence. The hall area covers more than 470,000 square meters, with a building area of 21,000 square meters. It mainly includes memorial facilities and cultural landscapes such as Liu Shaoqi's Former Residence, the Liu Shaoqi bronze statue, the memorial hall, the cultural relics hall, Huaming Tower, Xiuyang Pavilion, the airplane Liu Shaoqi once rode, the Wande Ding, Yiye Lake, and the Liu family ancestral graves.
Liu Shaoqi's Former Residence is a Major Historical and Cultural Site Protected at the National Level announced by the State Council in 1988. Through comprehensive renovation and scientific restoration, it now reproduces the typical appearance of Jiangnan dwellings in the early 20th century and some of the scenes of Liu Shaoqi's life and study here. Comrade Liu Shaoqi Memorial Hall opened on November 24, 1988. The Liu Shaoqi Cultural Relics Hall is a classical building integrating office functions with the collection, exhibition, and research of cultural relic materials. It has collected more than 15,000 cultural relic materials and is the largest center for collecting Liu Shaoqi cultural relic materials in the country.
Huaming Deyu Garden is a cultural theme park built around the cultural background of Liu Shaoqi's upbringing, with "governing the country by virtue" as its main theme. The Huaming Tower in the garden has five floors, each respectively themed on plum, orchid, bamboo, chrysanthemum, and lotus, symbolizing Comrade Shaoqi's noble character throughout his life. The tower displays the Ten Scenic Spots of Ningxiang, bronze wares unearthed in Ningxiang, and an exhibition of notable figures from Hunan. The Xiuyang Pavilion was built in memory of Comrade Shaoqi's book "On the Self-Cultivation of Communists" and is a complex of antique-style garden architecture. It displays the manuscript outline of "On the Self-Cultivation of Communists," "Discourses on Self-Cultivation by Masters Through the Ages," and evaluations of "On the Self-Cultivation of Communists" by three generations of leaders of the Republic. The airplane that Liu Shaoqi once flew in (Ilyushin 18-240) has a fuselage length of 36.9 meters, a wingspan of 37.4 meters, and weighs 32 tons; it is the only surviving one of the first five aircraft imported from the former Soviet Union. The Wande Ding weighs 19.98 tons and is composed of 16 square granite blocks. In addition to the character "de" (virtue) written by Comrades Mao Zedong, Liu Shaoqi, Deng Xiaoping, and Jiang Zemin inscribed at the center of each of the four sides, it also bears 9,996 "de" characters in different styles.

Comrade Liu Shaoqi Memorial Hall attracts visitors from all over with its unique cultural advantages and natural scenery. Party and state leaders Hu Jintao, Jiang Zemin, Yang Shangkun, Wen Jiabao, Li Changchun, and others have made special trips to visit the hall. It receives more than 800,000 visitors from home and abroad each year.
In recent years, Comrade Liu Shaoqi Memorial Hall has successively been awarded the titles of Changsha City and Hunan Province Patriotism Education Base, "Hunan Province Best Tourist Area (Site)," "Executive Director Unit of Hunan Provincial Tourism Association," "National Outstanding Patriotism Education Base in the Cultural Relics System," "National Patriotism Education Base for Primary and Secondary Schools," "International Science and Peace Contribution Award," "First Batch of National Patriotism Education Demonstration Bases," and "First Batch of National AAAA-Level Tourist Attractions." In April 2003, it became the first among its peers in Hunan Province to pass ISO9001 quality management and ISO14001 environmental management international standard system certification.
